I charged the Dayton 47µF polypropylene film cap (shown below) to 30V and then shorted it with a clip lead for about 30 seconds. I think the requirement also included actuation via a pushbutton switch or momentary pulse.

Don't know of any flash memory that can maintain a galvanic connection in the absence of power.
Or for that matter directly switch a high-current load.
