There's one avenue you haven't explored. The Pico Compressor designers are on this forum. Why don't you build one and twiddle it to your satisfaction. When you are happy, you can ask the designers to re-design it so that it does exactly what you want and nothing else ... including +22dBu from single 12V supply.

One thing that lately caught my attention is that all mixers, or at least those I know, seem to have just one switch to turn ALL limiters on and off.

I imagine the reason for that is the phase or delay questions that there might be on some situations if limiters act separately, but is that really the reason?
