After thinking about it again I think the 8 pole 3 pos switch is the best answer. Signal Input goes to Wiper 1-4. Attenuator Input is from Wiper 5-8. In Position 1, Wiper 1-4 Signal input connects to Poles 1-4. Poles 1-4 are jumpered to Poles 5-8. Poles 5-8 feed Attenuator Input. In Position 2, Poles 1-4 feed M/S Input. Poles 5-8 see M Out to both channels. In Position 3, Poles 1-4 are M/S Input. Poles 5-8 are Side Out to both channels.

The only issue I can see is if using a shorting switch the M 1646 would short to the S 1646. Would that be a problem?

Between positions? Probably not a problem.
